CA Proposition 39 Voter Education Forum

Understanding Proposition 39 in Yolo County CA - Wednesday September 30 2026

Join us to hear League members and election-expert guest speakers present Proposition 39 information to help us all better understand current Voter Registration/ CA Voter ID laws and
constitutional provisions, and how this proposition will change them if passed.

This event will be in-person with an opportunity for audience Q&A. It will not be livestreamed. Davis Media Access will videotape the event, which will be posted here after the event and will be available through Election Day.

Rules: No campaign banners, signs, literature, handouts, buttons, T-shirts, or other campaign paraphernalia will be allowed in the forum meeting room.

Kate Laddish

Kate Laddish, Co-Founder Democracy Winters and Yolo County Voting Accessibility Advisory Committee, Chair

Kate is a long-time resident of Winters, where she is the co-founder of the nonpartisan civic engagement organization, Democracy Winters. In 2023, Democracy Winters received the LWVYC Democracy Works! Award for its nonpartisan work to preserve democracy through community outreach and education, promoting voter participation and civic engagement at all levels of government.

Ms. Laddish has served in positions of leadership on multiple citizens committees and commissions advocating for voting rights and election participation accessibility. She is the current Chair of the Yolo County Voting Accessibility Advisory Committee and a member of the County’s Commission on Aging and Adult Services.

Jesse Salinas

Jesse Salinas, Chief Elections Officer for Yolo County

Jesse has served as the Chief Elections Officer for Yolo County since 2016. He has been repeatedly re-elected to serve as the Yolo County Registrar of Voters, holding this office for the past 9 years.

Mr. Salinas has been recognized for outstanding public service both in state and nationally. He is especially known for his creative strategies to outreach to underrepresented communities. He is the recipient of the 2019 Guardian Award from the National Association of Election Officials

During his tenure, Mr. Salinas has led County Elections Office efforts to champion ballot accessibility innovations while promoting community youth voter registration and election participation.
